Repeatable Bug to Break SP Hosting.

Description
I accidentally launched another client (both non steam from the exe directly), and clicked continue which tried to join the existing SP server. This failed, as you'd expect..
But after, when you nuke the client hosting the server, the client that failed to connect to the SP server cannot host it's own instance, even from a seperate seed/scenario.
