UI elements still move and change in background when feedback form is up

Noticed when submitting previous feedback, as my mouse moves or scrolls it affects the background page I was looking at instead of being locked only to the feeback popup as one would expect. Made highlighting an example for screenshot more difficult since the item would change as I tried to select the confirm button.
